89. The Sub-Committee of the Senate Functional Committee on Government Assurances, which met at the Parliament House today with Senator Ch.Muhammad Anwar Bhinder in the chair, asked the Capital Development Authority (CDA) to propose a new site for re-construction of the present Federal Government Services Hospital (FGSH) popularly known as Polyclinic, which is struggling desperately to cope with unprecedented growing load of patients in the wake of heavy increase in population. The Sub-Committee examined the proposal submitted by the Ministry of Health for construction of new vertical hospital (5 storeys) in the premises of the Argentina Park and Swap with the existing plot of the FGSH, Islamabad. However, the CDA submitted that conversion of Public Park into hospital even with laudable intentions is fraught with dangers and would have diplomatic and other repercussions in addition to hue and cry in the media which is already critical of ‘construction of roads in the green belt and cutting of trees’. ‘Public parks are considered to be the sanctified places all over the world and their dismantling is bound to have repercussions’ said the Chairman. The meeting considered another option i.e. demolition of 10 -12 government quarters located on the left side of the present premises for expansion of the present facility. The Chairman of the Sub-Committee observed that this option may be examined more closely and fully before working out the modalities. In view of the Members of the Sub-Committee, dislocation of a handful of government servant families could be undertaken for the larger interest of the community and the city as a whole, as Polyclinic is the oldest medical facility available for government servants and their families ever since the construction of the new Capital in early 60s. The CDA submitted to the Sub-Committee to consider a few other sites, like the one near NIH and another near G-10, however, in view of their large distance from the present premises, the suggestion was not found feasible. The Chairman of the Sub-Committee observed that the present location of the hospital is an ideal one as G-6 is the oldest sector of the Federal Capital located right into the heart of the city. Shifting of hospital to any far off place would not serve the purpose. He said that our purpose is to ensure continuous availability of quality medical services to the public in general and to the government servants and their families in particular. ‘Our desire is to provide a modern and well equipped hospital in the vicinity of the present one’, he added. Senator Talha Mehmood, a member of the Sub-Committee said that he had certain other places in his mind located nearby, which may be considered for this purpose. The Chairman agreed to his proposal to visit these places alongwith CDA officials today with a view to finding a suitable one. He directed the Capital Development Authority to complete the whole exercise and to submit fresh proposals within two weeks time. The meeting was attended among others by Senators Muhammad Talha Mahmood and Syed Javaid Ali Shah besides the Secretary Health and Chairman CDA. The Secretary Senate, Raja Muhammad Amin was also present on the occasion. SM/AR. PR. No. 90.
