On the occasion of Independence Day 14th Aug, 2010
Islamabad; August 13, 2010On the auspicious occasion of the 64th Independence Day I wish to compliment all Pakistanis living within the country and abroad.
Today is a watershed mark in the history of the country as on this day sixty three years ago, Pakistan was founded as a separate homeland wherein we could live in freedom and shape our lives according to our values. It is therefore an occasion of joy and celebration for all of us.
The enthusiasm of the Independence Day this year however has been dampened because of the unprecedented floods that has devastated the lives of thousands of people and left scars of the lives of several hundred thousands more in all parts of the country. The best way to celebrate the Independence Day this year therefore is to reach out to the victims of this natural disaster, heal their wounds and help them to help themselves.
Pakistan was envisaged by its Founding Fathers to be a homeland for the Muslims of South Asia where democracy, Constitutionalism and respect of human rights would reign supreme. It was envisaged to be a country driven, above anything else, by the consideration of the welfare of its people. It was not envisaged to be a sanctuary for the privileged few. It was to be a country where there would be no discrimination on the basis of creed, gender or sect and where minorities would enjoy equal rights as citizens of the state.
On this occasion let us ask ourselves whether we have upheld these pristine principles and values.
Extremists and militants wishing to impose their political ideology on our people pose the greatest threat to the security and stability of the country that was founded on this day. Violent extremism has tended to make Pakistan a security driven rather than a welfare driven country. Let us therefore on this day also resolve to defeat the militant mindset and make Pakistan a truly welfare driven rather than a security driven state.
The Pakistan Peoples Party has a long history of struggle for the achievement of the objectives for which Pakistan was created. Four Bhuttos in two generations have laid down their lives for the country and the nation.
I wish to reiterate that the PPP will continue to struggle for the vision of Quaid-e- Azam, Quaid e Awam and Shaheed Mohtarma Benazir Bhutto for achieving the goal of a federal and democratic polity that is driven by the welfare of its people and from where militancy has been banished.
On this occasion I also wish to reiterate that the PPP which has given manifesto of peace and prosperity will pursue the goal of peace with honor and good neighborly relations with countries in the region.
On the eve of this anniversary of our independence I salute the courage and heroism of flood victims and assure them that the government will do everything possible to alleviate their sufferings. I also salute the tillers, the workers, traders, teachers, intellectuals, professionals, students, women and minorities for their heroic struggle. I urge them all to support the Party to restore law and order, end militancy and provide security and dignity to every citizen and open doors of opportunity to all.

PRIME MINISTER YUSUF RAZA GILANI’S MESSAGE ON INDEPENDENCE DAY (AUGUST 14, 2010)
Islamabad August 13, 2010By the grace of Allah Almighty, we are celebrating the 64th Independence Day of Pakistan today. The day reminds us of the heroic and relentless struggle the Muslims of the sub-continent waged for a separate homeland under the inspiring and dynamic leadership of Quaid-e-Azam Muhammad Ali Jinnah.
Our forefathers rendered numerous sacrifices in man and material form for the establishment of Pakistan. Their demand for a separate state was premised on the right to self-determination. They wanted a state where they could order their lives in accordance with the principles of Islam and enjoy the fruits of freedom as equal citizens of the state. The 14th of August represents the fulfillment of aspirations of the millions of the Muslims.
We should be proud of the fact that our freedom struggle was fought along constitutional lines. Pakistan came into being through a political and democratic process. Unity, faith and discipline and unwavering confidence in the leadership epitomize the spirit of freedom movement, which infused conviction among the Muslims in their destiny. Equipped with steel-like determination and will power, they achieved the ideal of Pakistan within a short span of seven years.
We are celebrating our 64th Independence Day at a time when the country is up against many challenges of grave nature, the chief being rehabilitation of flood affectees, fight against terrorism, struggling economy and ensuring political stability. The recent floods have wreaked havoc across the country causing human casualties, damaging road & telecommunication infrastructure, and crops at massive scale. According to the United Nations’ assessment, the total damage done by these raging floods is more than what the world suffered in Tsunami in 2004 and what Pakistan had to face in the aftermath of earthquake in October 2005. Similarly, terrorists and extremists are out to impose their exclusive and conservative agenda on the peaceful Pakistani nation. Our national economy has been hit hard both by the ongoing war against terrorism and natural disasters.
Despite these challenges, the government and the people of the Pakistan remain committed to protect their motherland. Howsoever grave these challenges may be but our resolve and determination to take on these is greater. We have already traversed that road a number of times in the past but each time we came out victorious and more resolute with renewed faith in our ability to steer the ship of the state out of unchartered waters. The need of imbibing the spirit of unity, faith and discipline as a weapon to fight off these challenges could not be overstated. Our spirit of nationalism presents a shield against the forces of extremism and terrorism and is capable of eliminating these negative forces. I have my complete faith and trust in our people. I am sure that together we can rise to the occasion with determination and will power.

President welcomes UN SG Visit
Islamabad, 13 August 2010President Asif Ali Zardari has welcomed the visit of UN Secretary General to Pakistan on Saturday August 14 as well as the forthcoming visit of US Senator John Kerry on August 18 to Pakistan to express support and solidarity with the flood affected people.
Spokesperson Farhatullah Babar said that the President has welcomed these visits to the country saying that the colossal damage to life, property, livestock and infrastructure was so huge that it could be faced only with the concerted efforts of all the people of Pakistan with the support and assistance of the international community. The President also thanked the foreign governments and international bodies which have announced assistance for flood relief and rehabilitation. During the recent visit of the President four countries namely UAE, Syria, France and UK also announced assistance in flood relief and rehabilitation operations, he said. We will mobilise the people internally and sensitize the international community to help the misery stricken victims of floods, the spokesperson quoted the President as saying.

President’s Russia visit curtailed
Islamabad, 13 August 2010President Asif Ali Zardari has curtailed his Russia visit to only few hours in view of the floods in the country.
Clarifying media reports spokesperson Farhatullah Babar said that the original schedule for the President’s two days visit to Russia for participation in the quadrilateral summit of heads of states of Afghanistan, Pakistan, Tajikistan and Russia on regional security at Sochi in Russia was finalized several weeks ago. However, in view of the floods the President has cut the visit short to a few hours to attend only the summit on August 18. The President will not participate in the lunch hosted in honor of the heads of states and will return to the country the same day, he said.

Malaysia Donates One Million and Aid in Kind to Pakistan.
Islamabad, 13 August 2010Malaysian Government has formally notified of its donation of US$ 1 million to the Government of Pakistan to provide humanitarian assistance to more than 16 million flood affectees.
Malaysian Deputy Foreign Minister, Datuk Richard Riot Jaem handed over an official note pledging this amount to the Charge d’ Affairs, of the Pakistan High Commission, Dr Imtiaz A. Kazi, in Kuala Lumpur on 12th August, 2010.
While speaking on the occasion, the Malaysian Deputy Foreign Minister said that the Malaysian Government was concerned about the plight of the people of Pakistan who were facing the most devastating floods in the country’s history.
He said that the Foreign Ministry of Malaysia had also launched a disaster fund to enable Malaysians to donate to the flood victims in Pakistan. Donations could be channeled to the fund through cheques in the name of “Tabung Bencana Kementerian Luar Negeri”, he added.
He appealed to Malaysian people, corporate figures, corporations and individuals to come forward to assist Pakistani brothers and sisters in Pakistan who have been affected by the unprecedented floods.
In addition, the wife of Malaysian Prime Minister, Datin Seri Rosmah Mansor who is also the President of Welfare Association of Wives of Malaysian Cabinet Ministers and Deputy Ministers (Bakti) has pledged to sent humanitarian aid to Pakistan including children’s milk powder, biscuits, cooking oil, flour, toiletries and baby diapers.
While talking to the media in Kuala Lumpur, yesterday, the wife of the Malaysia Prime Minister said that the aid would be sent on 23rd August, 2010 by a Royal Malaysian Air Force aircraft to Karachi to be distributed to the flood affected areas.
While expressing her sympathies on behalf of Malaysians, .especially on behalf of women and children to the Flood affected people, she said that this would be the first consignment of aid to Pakistan. In case of need additional consignments will also be sent, says a press release received here today from Malaysia.

Prime Minister AJ& K calls on Prime Minister
Islamabad 13th August 2010Prime Minister Syed Yusuf Raza Gilani has said the government is uutilizing all its resources into service for rescue and relief efforts to minimize the sufferings of the affectees in the minimum possible time. He further said that due to hot and humid weather his Government’s immediate concern is arrangement of clean drinking water, food and medicine to control outbreak of epidemics among the affectees.
The Prime Minister while talking to the newly elected Prime Minister of Azad Jammu and Kashmir Sardar Attique Ahmed Khan who came for a courtesy call here at Prime Minister’s Secretariat this morning, has stressed the need of unity and cooperation among all the political forces to help out the people affected by the devastating flood.
The Prime Minister said that the government has prepared a three pronged strategy to help the flood affectees which includes the
evacuation of the people marooned in the flood hit areas; the
provision of food and medicines to control outbreak of epidemics and
the restoration of the main infrastructure, communication network and
rehabilitation of the people. The Prime minister further said it is
the time when all the political parties, civil society and patriotic
forces have to extend a helping hand to supplement the Government’s relief efforts.

MEETING WITH MIAN RAZA RABBANI, CHAIRMAN OF THE IMPLEMENTATION COMMITTEE
OF THE PARLIAMENT ON 18TH AMENDMENT ACT
Islamabad: August 13, 2010Prime Minister Syed Yusuf Raza Gilani has said that the benefits of 18th Amendment Act could only be ensured through its timely implementation. He stressed that early implementation needs unanimous support of all the political parties as demonstrated during the passage of the Bill.
The Prime Minister was talking to Senator Mian Raza Rabbani, Chairman of the Implementation Committee of the Parliament on 18th Amendment Act, here at the Prime Minister’s Secretariat this afternoon.

CENTRAL ZAKAT COUNCIL APPROVES OVER RS.4 BILLION FROM CENTRAL ZAKAT FUND
FOR ASSISTANCE TO THE AFFECTEES IN THE COUNTRY
Islamabad 13th August, 2010A special meeting of the Central Zakat Council was held in the Seminar Hall of the Council of Islamic Ideology to consider providing financial assistance out of Zakat Fund for the affectees of floods which have caused tremendous damages all over the country. The meeting was chaired by Mr. Khalid Idrees, Administrator General Zakat/Secretary Zakat and Ushr and was attended by Provincial Zakat Administrator, non official members of the Council and officials from Ministers of Finance, Health and Education. In the meeting the Provincial Secretaries gave briefing on the losses and damages caused by the flood due to torrential rains in their respective provinces. After considerable deliberation the Council approved an amount of Rs. 4.05 billion to be disbursed among the provinces, FATA and Gilgit-Baltistan to provide relief to the Mushtahiq families affected by the floods. While approving this amount the Council laid down that the amount of financial assistance per Mushtahiq family would rangefrom Rs. 5000/- to Rs. 10,000/-. The funds would be distributed by the provinces through the concerned Zakat administrative set ups in the provinces, Gilgit-Baltistan and FATA in a transparent manner to ensure that the assistance reaches the Mushtahiq families.

Hafeez Sheikh reviews coordination mechanism for international assistance for flood affectees
Islamabad, August 13, 2010.In order to review coordination mechanism for interanational assistance for flood affected areas and progess of relief operation, Dr. Abdul Hafeez Sheikh, Federal Minsierer for Finance and Economic Affairs chaired a meeting today. Meeting was attended by Mr. Onder Yucir, Resident Representative, World Bank, Rune Stroem, Country Diriector ADB, deputy Chairaman Planning Commission, and other senior officialls of the GoP.
Welcomeing the participants the Minister lauded the role of interantional institutions in assisting the government to cope with the challenges of the recent floods. He emphasized the need to have a better coordination among various organizations involved in the relief assistance and resucue efforts. He indicated that for the purpose of clarity joint reporting mechanism may be devised which would be shared with the public, government institutions and the polotical leadership. The Resident Coordinator from the UN briefed the Minister on the steps taken by the United Nations towards flood relief. He informed the Minister that an appeal for initial response has been launched for US $ 459 million. The appeal focused on four major sectors of food, healthcare, shelter and, water and sanitation. He also indicated that the appeal is being revised to include early recoveery as part of the appeal. The World Bank representative intimated that funds have bneen reallocated from the pipeline towards flood relief assistance. He has been tasked to jointly undetake DNA with ADB which is expected to be completed by 15th October 2010. The ADB reiterated their suppot to the Government in their efforts towards early recovery and rehabilitation. He also informed that DG ADB is expected to visit Pakistan next week to discuss avenues for further support.
At the conclusion of the session, the Minister nominated a four member GoP team under the Deputy Chairman, Planningh Commission comprising representatives from Minisry of Finance, EAD, Planning and NDMA to coordinate with the donors and prepare a roadmap for intiating the DNA, and early recovery plan. The first meeting in this regard is schedule for Monday, August 16 in the Planning Commission.

AMBASSADOR OF CHINA CALLS ON PRIME MINISTER
Islamabad, August 13, 2010.Ambassador of China to Pakistan, Mr. Liu Jian called on the Prime Minister this afternoon at the Prime Minister’s Secretariat, to personally deliver a letter of thanks from the Chinese Premier H.E. Mr. Wen Jiabao. The Chinese Premier in his letter has conveyed his gratitude for Government of Pakistan’s timely evacuation of 268 stranded Chinese workers from the flood affected areas in Khyber Pakhtunkha and Gilgit-Baltistan.
While conveying the sympathies and commiserations of the Government and people of China on the colossal loss of lives and properties as well as damage to Pakistan’s infrastructure in the current unprecedented floods, the Chinese Ambassador informed the Prime Minister that in addition to cash assistance of Yuan 10 million, his Government has now decided to provide additional assistance of Yuan 50 million for the flood affectees in Pakistan.
The new assistance, he said will be in kind consisting of tents, blankets, medicines and food stuff as well as specific assistance for 27,000 Pakistanis stranded on the northern side of Ataa’ Abad Lake which as remained cut off from the rest of Pakistan for more than a month now. The Ambassador said that China has been catering for the needs of these stranded Pakistanis and will continue looking after their needs till the road link from Gilgit to their area, is restored.
The Chinese Ambassador also informed the Prime Minister that the Chinese companies and people were being mobilized by his Government to generously contribute to Prime Minister of Pakistan’s Flood Relief Fund, in their individual capacity. He mentioned that as a result one Chinese company had announced a donation of Yuan 800,000, yesterday, in Beijing. Besides, the Chinese Government had asked the local and provincial Governments to assist Pakistan in these trying times and assistance from them to Pakistan would be forthcoming, shortly.
The Prime Minister expressed his gratitude for the generous Chinese assistance and asked the Ambassador to convey his personal thanks to the Chinese President and Premier for helping Pakistan in this hour of need. While underscoring the importance of time-tested and enduring friendship between China and Pakistan, Prime Minister noted that people of both the countries had always stood by each other in such trying times.
The Prime Minister while dilating on the magnitude of devastation caused by the floods in the country, underlined the immediate requirement of tents for providing shelter to hundreds of thousands of people who are forced to live out in the open in the monsoon rains and sweltering summer heat. Prime Minister hoped that the friends of Pakistan and the international community will realize the scale and extent of damage and come forward wholeheartedly and urgently with direct assistance to Government of Pakistan for its optimal and immediate utilization through provision of relief goods to the flood victims.

MEETING IN PRESIDENCY REVIEWS FLOOD SITUATION
DECISIONS FOR STREAMLINING RELIEF OPERATIONS, LAUNCHING OF APPEAL FOR INTERNATIONAL HELP TAKEN
Islamabad, August 13, 2010.At a high level meeting in the Presidency today presided over by President Asif Ali Zardari a number of decisions were taken for alleviating the sufferings of victims of devastating floods in a smooth, expeditious and transparent manner.
Briefing the newsmen spokesperson to the President Farhatullah Babar said that one decision pertained to the provision of computerized cards to all victims and affectees as was done in the case on internally displaced persons (IDPs) last year. “This is critical for making a correct and credible assessment of the relief needs as well as ensuring that relief goods reached the right people in a timely manner”, the President said.
The computerization of record of the affectees and their needs in a transparent manner inspire donors and international agencies to generously support the relief work as they know that their donations are used for the intended purpose, the President said.
Another decision pertained to providing financial assistance to those who have lost their homes in the floods. The President directed that a basis should be worked out for providing compensation and financial and assistance to rebuild the destroyed or damaged houses to enable the victims rebuild their abodes.
Farhatullah Babar said that the President also asked the government to invite all NGOs in the country to supplement the state’s efforts in providing relief and rehabilitation to the people. “The challenge is total and it requires a total response”, the President remarked adding also, “this is the time to mobilize national spirit and sensitize international community to help our people help themselves”.
The government may have to re-prioritize budgetary allocations and divert resources towards relief and rehabilitation operations, the President said. When people are dying and are rendered shelter less there is nothing more important than the rescue, relief and rehabilitation of the unfortunate victims of the natural disaster, the President remarked.
The President also advised the government to register all doctors who may wish to spread out in the flood affected areas and rendered medical assistance on a voluntary basis. He also called for a separate meeting to consider the possibility of roping in volunteers in all walks of life to supplement government efforts on a war footing.
The Spokesperson quoted the President as saying asking the government to consider providing cooked food to those in the camps or marooned so as to avoid breaking out of diseases.
Farhatullah Babar quoted the President as saying that the success of the mega program of rehabilitation will depend on mobilization of international support and creating a credible and transparent mechanism for the distribution and disbursement of relief goods and funds. The President directed the Minister for Finance to devise a totally transparent and fool proof mechanism that left no scope for misuse.
The President also urged the international community and Pakistanis living abroad to come to the aid of the flood affected people in a big way as the task was too big for any government or Party to undertake on its own. He said that all political parties should also be taken on board as it was a national calamity and a national response, far and above partisan politics, was needed.
Farhatullah Babar said that the President will personally call heads of states of friendly states and also hold a meeting with the diplomatic community in Islamabad to bring to the world attention the magnitude of catastrophe and urge them to come to Pakistan’s help. The Foreign Office was asked to finalize the modalities in this regard.
The President called upon all relevant ministries and divisions of the government to rise to the occasion and meet the challenge head on.
Farhatullah Babar said that earlier in the day the President directed that in view of the floods no Independence Day celebrations will be held in the Presidency this year and announced to spend the day with the flood affected people in Khyber Pukhtoonkhwah and Punjab, spokesperson said.
The President also curtailed his Russia visit to only a few hours. Although the original schedule for the visit prepared months in advance envisaged a two-day visit the President curtailed it to a few hours only on August 18.

The President will not participate in the lunch hosted in honor of the heads of states and will return to the country the same day, he said.
Talking of the international support the President welcomed the visit of UN Secretary General to Pakistan on Sunday August 15 and also the forthcoming visit of John Kerry on August 18 to express support and solidarity with the flood affected people. Farhatullah Babar said that the UN Secretary- General will assess losses due to the worst floods in Pakistan in 80 years and oversee flood relief and rescue operations.
The United Nations appealed Wednesday for nearly 460 million U. S.dollars in emergency aid for victims of the devastating floods in Pakistan.
The President also called for an early completion of damage and need assessment so that all available resources were mobilized in a cost effective manner to undertake reconstruction and rehabilitation . He said that international bodies like the World Bank and ADB should also be approached for damage and need assessment which would be used for seeking assistance from the international community in the task of rehabilitation.
The detailed briefing informed about the number of districts affected, the breaches occurred, the relief camps set up and the emergency aid sent to the relief camps through airplanes and helicopters. The rescue operation was carried out with the help of heavy navy rubber boats and units of Pakistan army participated in the relief operations.
71 districts throughout the country had been hit by floods including 24 in Khyber Pukhtoonkhwah, 19 in Sindh, 8 in Punjab, 7 in AJK, 7 in GB and 6 in Balochistan. Nearly 1400 people have been killed over 720,000 housed destroyed while over 1.2 million population adversely affected while the damages caused to agriculture and livestock sector is still being assessed.
Maximum damage has been caused in Khyber Pukhtoonkhwah province that is already reeling with militancy and terrorism where the extent of damage was much bigger and complex in scope than the 2005 earthquake. About 4 lac people had been rescued thus far and relief was being provided through a fleet of 57 helicopters and 912 boats.

PRIME MINISTER VISITS NDMA AND ORDERS TO FAST TRACK RESCUE AND RELIEF ACTIVITIES
Islamabad, August 13, 2010.Prime Minister Syed Yusuf Raza Gilani has ordered to fast track the rescue and relief activities in the flood hit areas. He visited National Disaster Management Authority (NDMA) to monitor flood situation of rivers and the relief activities in different flood hit areas.
The Prime Minister asked Chairman NDMA to speed up the relief work and make sure that distribution of the relief goods is equitable and reaches the flood affectees at the earliest.
Chairman NDMA briefed the Prime Minister about the latest flood situation in the rivers and the details of the relief goods and donations received by the NDMA.
He apprised the Prime Minister that 57 helicopters and more than 200 boats were busy in rescue operations in various parts of Southern Punjab, Sindh and Khyber Pakhtunkhwa. The ready to eat food, medicines, tents and warm clothes are being distributed in these areas.
NDMA is working in collaborations with Provincial Relief Commissioners, Civil Administration and the Army to provide relief goods to the flood affectees. He further said that the relief goods, food items, potable water and medicines are being distributed equally among the flood hit areas of three provinces.
The Prime Minister was also briefed about the detail of the donations received in cash and kind from the world community.
The Prime Minister appreciated the role of NDMA and also urged all the authorities concerned to leave no stone unturned in providing relief to the flood affectees in this trying hour.

Islamabad, August 13, 2010.The President of Pakistan has been pleased to confer 22 Quaid-e-Azam Police Medals (QPM) AND 21 President’s Police Medals (PPM) for act of gallantry to police officials on the occasion of Independence Day (14th August 2010). Of these, 29 medals (17) QPM and 12 PPM) have been awarded posthumously to police officers who embraced Shahadat in the line of duty.
