AZAM KHAN SWATI SAYS SIKANDAR DEATH A GREAT LOSS

Federal Minister for Science and Technology, Azam Khan Swati has expressed his grief over the sad demise of Rao Sikandar Iqbal. Federal Minister said in a condolence message issued from his office that the late Sikandar Iqbal was a veteran politician and a wise man. He praised Rao’s role as a politician and also as a defense Minister. He further added that his death has closed a chapter of Pakistani politics and the gap left can hardly be filled.  Azam Swati also called Rao’s family and shared their grief with them. “May Allah give him comfort in the life that never ends”, he concluded his message by giving prayers to the parted soul of Rao Sikandar Iqbal.

Ministry of Religious Affairs has announced that the annual Urs of Hazrat Khawaja Nizamuddin Aulia (RA) will be held from March 21-28, 2011 at Delhi, India. The interested Zaireen are invited to submit their applications to Ministry of Religious Affairs (Section Officer,-Ziarat) Islamabad on the prescribed Ziarat application form not later than 10th October, 2010. Ballot, if required, will be held on 11th November, 2011 at 1100 hours in Ministry of Religious Affairs, Islamabad.

Other details/instructions regarding the Urs are available in the Applications Form on the official website (www.hajjinfo.org) as well. Applications on old forms will not be entertained.

Chinese company donates one million yuan for flood affectees

Islamabad
; September 30, 2010

A private Chinese entrepreneur, Dong Fang Electric Corporation (DEC) presented a cheque of one million RMB (US$ 147,000) for the PM’s flood relief fund to Ambassador Masood Khan here this morning, says a press release  received here today.  

Expressing his gratitude on the occasion Masood Khan said that Pakistan and China are good partners, exemplary neighbors, and trusted friends. He said the aid given by China to Pakistan at this crucial moment has been timely and substantial.  

Mr. Wu Huanqi, Vice President DEC said that in view of serious difficulties faced by victims of current floods in Pakistan as well as due to close friendship between Pakistan and China, his company has decided to contribute towards alleviating the sufferings of their Pakistani brothers and sisters.  

DEC is currently doing three projects in Pakistan including Jinnah hydropower project at Jinnah barrage Mianwali, Nandi Pur thermal power project, Allai Khwar Dam in Battagram district.  

The amount was deposited in Prime Minister’s Relief Fund shortly after the appeal for funds was launched, however, due to company’s pressing engagements, the ceremony to recognize the humanitarian gesture by DEC was organized today.

Today, we are observing International Day of Older Persons on 1st October to acknowledge the services of the senior segment of society.

The Constitution of Pakistan declares promotion of social economic well being of the people as one of its cherished objectives and inter alia, caste an obligation on the State to provide basic necessities of the life for those citizens who are permanently or temporarily unable to earn their livelihood on account of infirmity, sickness or unemployment.

Older Persons are a big part in the composition of our population. Welfare and protection of older persons are guided by Islamic injunctions and Constitution of Pakistan. The government is fully cognizant of the issue and determined to take institutional and legislative to address the problems confronted by older persons in Pakistan.

By doing dedicated efforts, we will succeed in bringing substantial change in living standards of older persons and will move forward in making Pakistan a older persons friendly state of world.

I feel very proud to share that Social Services (Medical) Projects of this Ministry have also established special counters in federally administered hospitals located at Islamabad, Lahore, Karachi, Gilgit-Baltistan and FATA that extends special care and assistance to elderly population. Free medicines out of Zakat funds are also provided through these projects.

We are committing to take adequate measures to ensure protection and prosperity of our older persons. I urge every one concerned to ensure that older persons in Pakistan enjoy a protective environmental and play their role to meet the challenges ahead and make the nation prosperous, healthy and tolerant.

PRESIDENT IFRC CALLS ON THE PRESIDENT

 President Asif Ali Zardari Thursday called upon Pakistan Red Crescent Society, NGOs and other humanitarian organisation to augment its humanitarian efforts for relief and rehabilitation of flood affectees and complement Government’s efforts particularly in reaching out to the flood victims in remote areas of the country.

 He said this during his meting with Mr. Tadateru Konoe, President International Federation Red Crescent who called on him at the Aiwan-e-Sadr today.
 
President IFRC was accompanied with Senator Nilofer Bakhtiar, Chairperson Pakistan Red Crescent Society, Mr. Pepe Salmela, IFRC Pakistan, Mr. Jagan Chapagain, head of operations, IFRC, Mr. Muhammad Ilyas Khan, Secretary General PRCS and other members of President IFRC’s delegation.

 From Pakistani side those who attended the meeting included Makhdoom Shahabuddin, Minister for health, senator Sughra Imam, Ms Farahnaz Ispahani, MNA, Malik Asif Hayat, Secretary to the President, Spokesperson to the President Mr. Farhatullah Babar and other senior government officials.                                                                                                    The President appreciated IFRC for the humanitarian services to the most vulnerable sections of the society in critical times of natural disaster including the recent devastating floods.                                                                                                   

The President said that never before in the history the country had seen such large scale devastation caused by floods that affected over 70 districts throughout the country. He said that besides initial relief to the flood affectees, we have to take measures against the spread of diseases and rebuild the destroyed homes, roads, bridges and infrastructure. This is such a huge challenge for any government or party to undertake on its own and can only be faced with the combined and concerted efforts of the whole nation, NGOs, the civil society, the international community and donor agencies.

President IFRC Mr. Tadateru Konoe apprised President Zardari that PRCS and movement partners have so far reached out to over 143,000 families by providing food packs and non food items and added that IFRC planned to provide assistance to 300,000 affected families during emergency relief phase. He further informed that nine water purification plants, six in Sindh and three in Punjab, have been deployed to provide clean drinking water to affectees. The President thanked Mr. Tadateru Konoe for the efforts by PRCS and movement partners for the relief and rehabilitation of flood affectees in Pakistan.

US Intelligence Chief calls on the Prime Minister

Islamabad:

Prime Minister Syed Yusuf Raza Gilani has expressed profound concern of his government over the increasing Drone attacks and violation of Pakistan’s air space by the NATO and ISAF helicopters, to the US Government.  While underscoring the importance of intelligence sharing and cooperation between Pakistan and US, the Prime Minister stated that the US and ISAF forces should share credible and actionable information with Pakistan’s forces enabling them to take the required action against the possible threat in the bordering areas with Afghanistan.  He, however, said that Pakistan being a front-line ally in the war against terror expects from its partners to respect its territorial sovereignty.

He was talking to Mr Leon E. Panetta, Director CIA of US who called on him at the PM’s House here this morning.

The Prime Minister noted with regrets the recent New York Times’ story and the assertions made about Pakistan in Bob Woodwords latest book “Obama’s Wars” and stressed the need of positive messaging from the US about Pakistan rather than planted negative comments which would only serve to create misperceptions and mistrust about the friendly bilateral relations.

The Prime Minister also conveyed the disappointment of the people and government of Pakistan over the excessive and unfair tenure of sentence given to Dr Afia Siddiqui by a US court last week.  He rued the fact that his government’s persistent efforts to persuade the US government for her repatriation back to Pakistan were ignored. The harsh sentencing had further fueled the anti-American sentiments in the country.

The Prime Minister said that despite the catastrophic flood and consequent precarious economic situation, Pakistan remained resolutely committed to war against terror as it considered that success in this war is vital not only for the peace, stability and economic development of its own but for the world at large.  The Prime Minister also noted the statement emanating from the West about a possible staging of terrorist attack from Pakistan’s tribal region in the US and Europe and reaffirmed his government’s commitment to foil any such possible plot if his government is provided credible information in advance by the intelligence apparatus of the US, EU as well as cooperation.

The Prime Minister thanked the US for its material and economic support to cope with the enormous relief, rescue and rehabilitation of the flood affectees. He further mentioned about the measures taken by his government including the national consensus built through the Council of Common Interests by taking all the provinces and federating units on board. He stated that on the pattern of rehabilitation of internally dislocated persons of Swat and Malakand, Smart Cards were being distributed by the provincial governments in coordination with the Federal Government to

the affected families to enable them to get the cash assistance for early recovery and reconstruction of their damaged or destroyed houses. 

The Prime Minister noted that out of the total commitments made by the international community for the flood relief and recovery efforts, more than 80% was being routed through the UN agencies or Non-Governmental Organizations. The assistance provided directly to Pakistan Government, he said, is mostly in kind which is being distributed by the provinces and local authorities in coordination with NDMA.  His government, he added, would ensure that the cash assistance given to Pakistan directly is accounted for in the most transparent way. In the same context he mentioned about the establishment of National Oversight Disaster Management Council (NODMC) which includes people of repute and dignity to ensure transparency.

The Prime Minister said that his democratic government is determined to take all the political forces along and build national consensus on every important issue in the country.  He highlighted the point that his government had already implemented 27 points out of the 32 agreed in the Charter of Democracy signed between Mohtarma Benazir Bhutto Shaheed and Mian Nawaz Sharif and was determined to carry out the implementation of the remaining five points in the coming months.

The Prime Minister expressed his satisfaction over the remarkable improvement in Pakistan-Afghanistan relations since the onset of the democratic government in Pakistan and stated that Pakistan will continue to cooperate with the Afghan government in every possible manner for restoration of peace, stability and economic development of that country.  He said that Pakistan despite its own economic constraints had contributed US $ 330 million towards Afghanistan’s infrastructure projects, and doubled the number of scholarships as well as training slots for Afghan students and civil servants. Pakistan, he added, was also ready to contribute towards the capacity building of the Afghan national army, police and rebuilding of its institutions.  Pakistan, he added, would also support Afghan Government’s national reconciliation and reintegration efforts provided those plans were shared with it.

Mr. Leon E. Panetta, Director CIA of the US, appreciated the Prime Minister’s leadership and reconciliatory policies to tackle important national and regional issues. He acknowledged and expressed the gratitude of the US government over the existing cooperation between the intelligence apparatus of both the countries and conveyed the readiness on part of the US for further strengthening the cooperation and coordination between the two sides in this field.  He conceded the point that the UN had only given the mandate to NATO and ISAF forces to act within the Afghan territory and assured the Prime Minister that the US government would look into the incidence of NATO-ISAF intrusion into Pakistan’s territory.  He underscored the fact that US cannot confront the terrorists without Pakistan’s support which has been crucial for the success in this war.  He also reassured the Prime Minister that Pakistan’s sovereignty will be fully respected and the US will try its utmost to provide timely and credible information to Pakistan’s side against any possible terrorist activity on its side of the border to enable Pakistani forces to tack prompt action against the miscreants. 

US Ambassador Ms Anne W. Patterson, Minister for Interior Senator A. Rehman Malik, Minister of State for Foreign Affairs Nawabzada Malik Amad Khan, Senator Syeda Sughra Imam, DG ISI, Secretaries Defence and Foreign Affairs and other senior officers were also present in the meeting.

’S MESSAGE ON INTERNATIONAL DAY FOR OLDER PERSONS ON 1ST OCTOBER

We live in a society which accords high status to the old persons and holds them in great esteem. Senior citizens in our state and society enjoy special privileges and respect. Pakistan reiterates its commitment to safeguarding the rights of senior citizens and adopting policies to ensure their welfare and wellbeing in the society. For the sake of this purpose, we stand with the international community to celebrate International Day of Older Persons on the 1st of October. The day draws our attention to this important segment of society to re-affirm our commitment and determination for welfare of older persons.

In pursuit of our religious and international obligations of care, welfare and protection of elderly population, the Government of Pakistan realizes its responsibilities towards the well being, protection and rehabilitation of elderly population. As an Islamic Republic, we are under obligation to give due status to our aged population by extending welfare and protection services for them without any discrimination of religion, sex, caste, creed and social status. The government has already undertaken several initiatives in this regard.

On the eve of International Day of Older Persons we re-avow our pledge to make all out efforts for their welfare and protection so as to enable them to become useful citizens of this country as well as productive members of the global village. Our tradition of giving value

to the cause of older persons will continue to be reflected in the state policies. I believe there is a need for sharing of information and mutual experiences on improving the lot of our elderly people on sustained basis. 

I would like to appreciate endeavors of Federal and Provincial Governments, UN agencies, International Organizations, Non-Governmental Organizations and representatives of older persons for well being of older persons. I hope they will continue pursuing this mission with the same zeal and zest.

International Day for Older Persons reminds us all of our obligation to provide a conducive, secure and healthy environment in which senior and older people are enabled to cope with the challenges of old age.  

Let us remember that those who are elderly today were also young and productive in the past and played their role in sustaining and supporting their families and in the building of the society and the communities of which they are part. The community and the society owe it to the elderly to look after them in the twilight of their life. 

Our religion and cultural values place great emphasis on us to look after the elderly and infirm. The elderly people are usually looked after by the families within their resources. However, the myriad pressures of life has posed new challenges and weakened the institution of joint family system. That is why it is important for government to make institutional arrangements to take care of their elderly when families’ support to them is either non- existent or inadequate. 

The government is fully cognizant of the issue and has taken some institutional and legislative measures to address the problems of elderly in the country. The setting up of “Affiat” old peoples’ homes and the introduction of monthly stipend scheme for them launched by some provincial governments are steps in the right direction. But much more needs to be done to provide needed services to the elderly and extend them to the district and tehsil level in the country 

Care of the elderly is a duty in which the philanthropists and the affluent members of society also can, indeed must, step forward and help the government. Through concerted action by all, the private and the public sector, we can make the lives of elderly more comfortable and meaningful. 

On the day I urge every one to play his part in providing the elderly a conducive and congenial environment that makes of the life of elderly comfortable and the nation prosperous, healthy and tolerant. I also appreciate the UN agencies, international organizations and NGOs in highlighting the issues of elderly people and wish them success in the pursuit of their noble objective.

Director CIA Mr. Leon Panetta called on President Asif Ali Zardari at Aiwan-e-Sadr today.

Mr. Leon Panetta was accompanied with Ms. Anne W. Patterson, US Ambassador in Pakistan. Interior Minister Senator A. Rehman Malik, Foreign Secretary Mr. Salman Bashir and DG ISI Lt. Gen. Ahmed Shuja Pasha also attended the meeting.

Matters relating to cooperation in the fight against militants and security situation in the region among other related issues were discussed in the meeting.

The President, during the meeting, said that the fight against militancy and terrorism remains the highest priority and the Government was determined to pursue its struggle against militancy till its logical end. He said that there was a need to enhance trust, cooperation and coordination at the strategic, policy and operational planes. Capacity enhancement of the Pakistan security apparatus was very crucial, the President observed.

The President said that the Government of Pakistan strongly disapproves any incident of violation of its sovereignty. Any violation of internationally agreed principles is counter productive and unacceptable, he remarked.

The President said Dr. Aafia’s sentence was being perceived as harsh and disproportionate and has led to protests in Pakistan.

Mr. Leon Panetta thanked the President for meeting and reiterated his government’s commitment to help people of Pakistan in all possible manners.

GOVERNMENT OFFICIALS BS-17-22 TO GET  HOUSES /
FLATS AT KURI ROAD HOUSING SCHEME: KAKAR

The federal government officials of BS-17 to 22 will be  provided  houses /flats at Kuri Road, near Chak Shahzad housing scheme under Prime Minister’s  housing for all programme.Pakistan Housing Authority has acquired 67 acres of land at Kuri Road from the Capital Development Authority (CDA).

These views were expressed by the Federal Minister for Housing and Works Mr. Rahmatullah Kakar  while presiding over a meeting to review   progress on housing schemes under Prime Minister’s Housing for all, Progfamme here this morning.

The Minister expressed gratitude to the CDA for providing land for the construction of houses/flats  at Kuri Road which would provided a great relief to the to the retired government employees .

Briefing about salient features of Kuri Road Housing Scheme, the Minister said that government officials of grade 17-22 will get houses/flats who have been retired or retiring from January 1st 2008 to December 31st, 2013. He said that BS-22 officials will be provided houses of one kanal, whereas BS-21 houses of 14 marlas, BS-20, 10 Marlas , houses and BS-17 to 19 officials , 5-7 marlas flats in first phase. Those officials who could not get houses flats in first phase would be accommodated in the second phase , the minister added.

Managing Director PHA Muhammad Ali Afridi briefed the meeting about the progress on housing schemes being undertaken by his organization. He informed that Pakistan Housing Authority has been working for the construction of housing units in various places under the Prime Minister’s housing for all programme to mitigate the sufferings of the shelterless people.

The Minister appreciated the efforts of the PHA for working the round the clock to achieve gigantic task of Prime Ministers Housing programme.

Secretary Housing and Workd Raja Muhammad Abbas, senior officials by the Ministry and PHA also attended the Meeting.

FORMER PRESIDENT LCCI CALLS ON THE PRIME MINISTER

Prime Minister Syed Yusuf Raza Gilani has said that the Government accords high priority to its export and is fully alive to the numerous challenges faced by our export sector in the face of the severe competition and recession.

The Prime Minister expressed these views in a meeting with former president of LCCI, Mr. Zafar Iqbal Chaudhry who called on him along with a delegation at his Parliament House Chamber here this afternoon.

The Prime Minister urged the business community to identify challenges, analyse emerging trends in the world markets and de vise new strategies for the promotion of exports.  He said that the competitive environment requires us to be competitive besides improving the quality of our exports.

Commenting on the recent EU concession to grant enhanced market access to Pakistani export, the Prime Minister said that it manifests the sustained engagement and persuasion that the government has been following since its inception. He added that it is the need of hour to put in joint efforts by both the Government and the private sector to consolidate our foothold in the existing markets.

The members of delegation apprised the Prime Minister about the various business activities going on in their area. They appreciated the government for its concerted efforts for opening new vistas for business activities for Pakistan investors and entrepreneurs. The also apprised the Prime Minister about the steps being taken by the business community in the relief activities for the flood affectees. They also assured him that the Commerce Community is also prepared to assist the government in the coming phases of reconstruction and rehabilitation of the flood affected areas.

 FICAC ASSURES FULL SUPPORT FOR EU MARKET

FICAC, a Federation of World Consuls assured their full support to Pakistan at the time of crisis. Pakistan deserves support of EU and world together to come out of devastations caused by unprecedented floods in Pakistan. EU will provide free market access to Pakistani exports and efforts are on the way to generate extra exports worth  one billion Euros with EU. Keyna and Moscow have already provided open market for Pakistani Jeans while the efforts are being made for free ware-houses for Pakistani products for one year, this was stated by Dr. Mirza Ikhtiar Baig, Federal Advisor on Textile, a member of FICAC who represented Pakistan at EU FICAC Forum’s meeting held in Brussels, says a press release received from Embassy of Pakistan, Brussels ( Belgium ) here today.

FICAC is a World Federation of honorary consuls ratified by over 150 countries under Vienna Convention.

Earlier, a heart wrenching documentary on floods in Pakistan was shown to the participants. Dr. Ikhtiar Baig expressed gratitude to the European Union on behalf of government of Pakistan and the business community for allowing limited trade concessions to Pakistan which will help Pakistani exporters EU market access. This facility will boost Pakistani exports and create new job opportunities for hundred of thousands of unemployed people who lost their earnings in this floods, he added.

FICAC has assured to increase its support for Pakistan in the efforts of rehabilitation of the flood affected areas in Pakistan. All possible efforts are underway to enhance its support by providing free market access to Pakistani exports to EU countries because FICAC is fully aware of the miseries of Pakistan people. There will be no let up in extending support to Pakistan in the time of crisis through free market access.

These observations were made by H.E Ambassador Van Daele, Head of Cabinet of the President Van Rompuy, European Council, who stated that the scale of devastation caused by the floods was huge and the completion of this onerous task was only possible with the joint efforts of people belonging to all walks of life.

German Medical Team calls on Deputy Chairman Senate

Deputy Chairman Senate Mir Jan Muhammad Khan Jamali has sought more assistance for the flood-stricken people of Balochistan and observed that people of  the area need help for at least next eight months to survive and stand on their feet completely. He expressed these views while talking to a team of medical professionals from Germany who called on him at the Parliament House today. It is pertinent to mention here that the team carried out relief activities particularly in the medical field in  district Jaffarabad (Osta Muhammad) in the province of Balochistan for more than a month.

The Deputy Chairman Senate thanked the German Medical Team for their efforts and said that the timely arrival of the team in the area helped to mitigate the sufferings of the flood affectees in district Jaffarabad (Osta Muhammad). He called upon the international community to help Pakistan in overcoming the challenge. He said that the team has stayed in Balochistan for more than a month and has carried out relief work in the far-flung area of Balochistan without any security concern.

Members of the German delegation also expressed their satisfaction  over their visit and observed that Pakistan is a peaceful country and they would carrying a message of peace and love with them.

Later the delegation also visited the National Assembly and Senate Halls where the Deputy Chairman Senate informed them about the working of both the houses and the role played by the two houses of the Parliament  in legislation and policy making.

The Deputy Chairman Senate also distributed appreciation certificates among the members of the Medical Team and hosted hi-tea in Honour of the visiting delegation.

Federal Minister for Environment Hameed Ullah Jan Afridi has said that entire nation is proud of Mian Jamil Yousaf who set up world record by planting maximum sapling in one day. He said that this world record is a milestone and historical occasion for Pakistan. He underlined that this award is reflection of our firm resolve towards healthy and friendly environment. He expressed this while congratulating Mian Jamil Yousaf on making world record.

Environment Minister said that Pakistani citizen achieved this world record when whole world specially, Pakistan is facing climatic effects relating to environment like melting of glaciers, irregularity in weather patterns and rapid change in climate etc. however, Ministry of Environment is utilizing maximum resources to face these challenges, he added.

Hameed Ullah Jan Afridi further said that government is adopting comprehensive initiatives to educate the public about importance of environment. Students of schools, colleges and universities, people from public private sectors, stakeholders and general public are being involved for this purpose. He emphasized that our basic purpose is to bring change in the behavior of masses about environment. While describing about several projects of Environment Ministry, he expressed, these projects will help to face environmental challenges with the support of all segments of society. He told that Environment Ministry has started different projects to encourage afforestation and at provincial levels concrete measures are being taken to achieve the tree plantation targets.

Environment Minister said that this noble cause is infact strong reflection of Pakistan’s role to save the environment. He said that Mian Jamil Yousaf gave message to the whole world through his act that Pakistan is a peaceful, developing and green country and we are committed to provide healthy and clean environment to our coming generations. He further said that world record of Mian Jamil Yousaf is unique example for all of us. Prime Minister Syed Yusuf Raza Gilani has congratulated the Pakistan Telecommunication Authority for achieving 100 million mark of subscribers.

The Prime Minister was talking to the Chairman Pakistan Telecommunication Authority (PTA) Dr. Mohammed Yaseen who presented him SIMS of five operators to commemorate the 100 millionth subscriptions here today at PM Chamber in the Parliament house.

The Prime Minister expressed his satisfaction on the extraordinary growth of cellular mobile industry in Pakistan. He said that Pakistan offers immense investment opportunities while the Government has formulated policies to create a business friendly environment. He further said that Pakistan has moved from comparative advantage to competitive advantage in the global market.

The Chairman Pakistan Telecommunication Authority briefed the Prime Minister about the latest developments taking place in the telecom industry of Pakistan. He said healthy competition introduced by the Government has encouraged operators to go an extra mile for making a strong subscriber base. Therefore, the predictions, estimates and forecasts made for Pakistan mobile industry proved to be counterfactual and the subscriber base proceeded with growth higher than the forecasted one, he added. He also said that the regulator’s compliance with the Government policies gave boost to the subscriber base.

MQM DELEGATION CALLS ON PRIME MINISTER

Prime Minister Syed Yusuf Raza Gilani has said that the Government will continue its policy of consultation with all the coalition partners and political parties in the Parliament to decide major national issues. He further said that the reconciliatory politics has helped in realizing major historical achievements through consensus within a short period of two and a half year.

The Prime Minister was talking to a four member delegation of MQM comprising of Dr. Farooq Sattar, Minister for Overseas Pakistanis, Mr. Babar Khan Ghauri, Minister for Ports and Shipping, Syed Haider Abbas Rizvi, MNA and Mr. Mustafa Kamal, former city Nazim which called on him at his Chamber at Parliament House here this afternoon.

The Prime Minister said that due to colossal damages caused by the devastating floods, the Government is constrained to divert funds earmarked for Public Sector Development Programme (PSDP). Therefore, he added, it has been decided to release funds only for completion of the ongoing schemes while no new projects will be undertaken during this financial year. He further said that one time waiver would be given to the parliamentarians willing to divert their developmental funds for other than their constituencies for reconstruction and rehabilitation of the flood affected areas.

The MQM delegation thanked the Prime Minister for his exemplary cooperation with the coalition partners. They apprised the Prime Minister of the progress of development schemes in Karachi and also identified bottlenecks in completion of the developmental schemes.

Newly designate Japanese Special Representative for Pakistan and Afghanistan Ambassador Tadamichi Yamamoto called on President Asif Ali Zardari at Aiwan-e-Sadr today.

]           Japanese Ambassador in Pakistan Mr. Chihiro Atsumi and Mr. Yasushi Nakagawa were accompanying the Ambassador. Ms. Hina Rabbani Khar, Nawabzada Malik Amad Khan, Senator Sughra Imam and Foreign Secretary Mr. Salman Bashir were also present besides other senior officials.

            Matters relating to Pak-Japan bilateral relations, mutual cooperation in various areas including trade and the regional situation were discussed during the meeting.

            The President appreciated the Japanese flood relief assistance for the flood stricken people of Pakistan.  He also thanked the Japanese government for their active support and pro-active involvement at FoDP Forum and the Donors Conference.

            The President said that Pakistan attached great importance to its friendly equation with Japan and regards it as an important friend and development partner. He said that the mutual existing cooperation needs to be further enhanced with special focus on trade, development, security, energy and institution building. He said that the trade volume amounting to US $ 1.6 billion between the two countries needs to further expanded.

            The President said that Pakistan is keen on upgrading railway line between Pakistan and Turkey for the speedy movement of cargo. He said that he had already proposed to the Turkish leadership the need for upgrading the existing railway line. Even last night he had telephoned Turkish President Mr. Abdullah Gul and suggested that the proposed project needs to be evaluated urgently, he said.

            The President said that Japanese entrepreneurs could consider participation in building upgraded railway line for which finances could be raised through stock exchanges in three countries of Japan, Pakistan and Turkey.

            Welcoming the modest upward trend in Japanese investment in Pakistan over last three years, the President said that Special Economic Zones exclusively for the Japanese investors were being established to facilitate them. The President said that Japanese investors would be welcome to invest in SEZs especially in energy, manufacturing and agro-industry.

            He said that Pakistan greatly values Japanese development assistance in economic and infrastructural development and Japanese support in the area of capacity building would be welcomed.

            Discussing regional situation, the President appreciated constructive role of Japan in the global and Asian affairs and said that Pakistan views Japan as an important player for peace, progress, cooperation and stability in the world.

            He said that Pakistan desires stability, peace and development in the region and has always supported every effort of the international community in this regard. He said that Pakistan has always called upon the international community to focus on creating windows of opportunities for the people of the region who are affected by the menace of terrorism in order to address the issue effectively on one hand and to promote socio-economic development on the other.

            The President specially drew attention towards drug menace in the region and said that it was critical to check narco trade which, he said, was the main source of funding of the militants. He said that Pakistan has always advocated an integrated approach to be adopted by the international community ranging from promoting alternative livelihood and agriculture development to eradication of drugs to counter militancy.

            Ambassador Tadamichi Yamamoto condoled to the President the losses due to devastating floods and said that Japan will strongly support in the flood relief and recovery measures.

SOUTH ASIAN INSTITUTE OF HEIDELBERG UNIVERSITY COLLECTED OVER US$ 40,000 FOR FLOOD VICTIMS

South Asia Institute at University of Heidelberg in co-operation with the Association of Friends and Members of the South Asia Institute and the German-Pakistan Friendship Association based in Karlsruhe has collected over US$ 40,000/- to support flood relief efforts in Pakistan, says a press release received from Embassy of Pakistan,  Berlin, here today..

As a part of Embassy’s efforts to raise funds for flood relief efforts, the South Asia Institute launched a campaign to collect donations in and around the city of Heidelberg. Over US$ 26,000/- out of the donation amount collected so far has already been sent to Pakistan to help the flood affected people. Donations are still being received.

German citizens have donated generously to help flood victims in Pakistan. US$ 210 million have been donated by public in Germany so far and donations are still pouring in.

Pakistan Environmental Protection Agency (Pak-EPA) and Civil Aviation Authority (CAA) assured the participants of public hearing of Environmental Impact Assessment (EIA) that New Benazir Bhutto International Airport (NBBIA) will be an environmental role model which will particularly focus on water and energy conservation, waste management and green cover.  

A public hearing was held on Thursday  to review the Environmental Impact Assessment (EIA) report of Civil Aviation Authority (CAA) for their project NBBIA in the Convention Centre, Islamabad. About 100 participants belonging to representatives from local community, public and private sector organizations, environmentalists, and students from the universities. Director General, Pak-EPA Asif Shuja Khan moderated the proceedings.

The participants were informed that NBBIA project will be spread over an area of 3200 acres and will cost 37 billion rupees. The project is expected to be completed in year 2013. It would be equipped to handle all types of aircrafts including the new generation aircraft such as the Airbus A 380. The project will consist of a passenger terminal building, run ways, taxi ways, apron and parking bays for wide body aircraft. Other facilities will include a cargo terminal, air traffic control complex, fire crash and rescue facility, fuel farm, and other associated facilities.

The CAA had submitted the EIA report of the project to Pak-EPA in June, 2009 for securing Environmental Approval under the 1997 act. The report was extensively reviewed by a panel of experts constituted for the purpose by Pak-EPA. During the review process the agency made observations regarding the current air quality status of the site along with future projections, cumulative noise impact during operation phase, use of alternate energy options, indoor air quality, wastewater treatment facilities, day light harvesting and rain water harvesting. 

The public hearing was held in compliance of section 12 of Pakistan Environmental Protection Act, 1997, and IEE/EIA Regulations, 2000. The Director General, Pak-EPA in the opening remarks appreciated the CAA for fulfilling the legal requirements under Pakistan Environmental Protection Act, 1997 and making proposed project environment friendly. This was followed by the presentation of project and EIA report with mitigation plan of the project. The participants took keen interest in the project and raised pertinent questions related to water consumption and conservation, energy efficiency, air emissions due to aviation activities, solid waste management, vehicular traffic arrangement and plantation of indigenous trees at the project site. The locals of the area demanded provision of jobs, water filtration plants,  school and health facilities for social uplift of the area.

The Project Director (NBBIA) assured the participants that the issues raised by the participants will be duly incorporated in the project to make it environment and social friendly.

The Director General, Pak-EPA in concluding remarks emphasized to incorporate Sustainable Development concepts in the project and addressing the issues of local population. He remarked that a public complaint cell may be established and a package be developed for social uplift of the local population. He thanked the project management and stakeholders for attending the hearing.

LAST DATE FOR FILING OF CORPORATE IT RETURNS EXTENDED TILL OCTOBER 15

Federal Board of Revenue (FBR) has extended the last date for filing of corporate Income Tax returns/statements up to 15th October, 2010 in the wake of situation resulting from massive flash floods and other related matters.

Earlier, the FBR had extended the last date for filing of IT return for the tax year 2010 up to October 15, 2020 following representations from various business organizations and classes of taxpayers. The same deadline would also be applicable to the corporate Income Tax returns/statements, says an official statement issued Thursday.

The government has decided to withdraw 3.5% withholding tax on oil tankers. A delegation of Oil Tankers Association had called on the Federal Minister for Petroleum and Natural Resources Syed Naveed Qamar in Islamabad the other day,according to sources in the Petroleum Ministry. The Minister assured the delegation withdrawal of withholding tax on oil tankers. Accordingly, the FBR has been directed to issue notification.

CONDEMNS MISSILE STRIKES BY NATO/ISAF HELICOPTERS

Pakistan’s Ambassador to Brussels has been instructed to lodge a strong protest at the NATO Headquarters over the missile strike at a Frontier Scouts outpost in Kurram Agency by two helicopters from Afghanistan in which three FC soldiers embraced Shahadat and three were injured, says a press release received from the Office of the spokesman, Ministry of Foreign Affairs, Islamabad here today..

Pakistan strongly condemns the strike by NATO/ISAF helicopters on the Frontier Scouts security outpost and demands immediate and full explanation of this serious incident.

Incursions and strikes of this nature are not only unacceptable but could  oblige Pakistan to consider response options.

Such incidents create serious misgivings and thus defeat the very basis of cooperation in pursuit of the common objective of combating terrorism.

The UN mandate for ISAF is confined to Afghanistan and NATO/ISAF forces are again advised to refrain from any actions that constitute a violation of Pakistan’s sovereignty.

PM CONVEYS CONCERN TO JOHN KERRY OVER HELICOPTER & DRONE ATTACKS ON

Prime Minister Syed Yusuf Raza Gilani talked to Senator John Kerry, Chairman of US Senate Committee on Foreign Relations over telephone this evening and conveyed Pakistan’s concern over increased drone attacks and NATO helicopter strikes inside Pakistan’s territory in last few days.  He also conveyed the unanimous condemnation of the attacks by the Parliament today.

The Prime Minister informed Senator John Kerry that his statement published in the daily New York Times was not well taken in Pakistan.  Such statement, he mentioned, would only serve to create misperceptions about friendly bilateral relations.

The Prime Minister emphasized upon greater economic and defence cooperation among both the countries in order to strengthen the strategic partnership.  He appreciated US financial assistance including provision of helicopters during the relief and rescue operations in the flood hit areas of Pakistan and thanked for commitment to support in the rehabilitation and reconstruction phase.  He further mentioned that National Oversight Disaster Management Council has been established with consensus which would ensure transparency in the utilization of funds.

Despite the devastation caused by floods and the economic difficulties, the Prime Minister said, Pakistan stands committed in confronting terrorism and extremism which has immensely damaged our economy and social fabric.  In order to strengthen and streamline the economy, he added, stringent measures have been taken including the economic reforms process, on which national consensus is being developed.

Senator John Kerry assured complete support to Pakistan in facing the challenges emanating out of devastating floods.  He apprised the Prime Minister that US will be sending more helicopters to facilitate in the relief and rehabilitation operations.  He appreciated Pakistan’s role in war against terrorism and expressed confidence the bilateral relations would increase to better understanding and cooperation.
